歐洲難民危機再升溫》德國實施臨時境管 英國堅拒配額

德國內政部長梅齊埃（Thomas de Maiziere）13日宣布，德國將暫時實施邊界管制，來往於德國、奧地利的火車也將暫時停駛。梅齊埃強調，難民「不能」自行選擇要留在哪個國家，也呼籲歐盟其他會員國為難民危機多出點力。此外，歐盟將在14日召開峰會討論難民問題，英國在會前表示：將反對歐盟9日提出的難民配額制。

不堪負荷 德國實施臨時境管



德國與奧地利接壤的邊界將暫時實施境管，來往兩國間的火車也將停駛12小時，直至格林威治標準時間（GMT）凌晨3點。梅齊埃在記者會上表示：「此一措施是為了控管湧入德國的難民潮，且當人們想入境德國時，得按照之前的程序走。」

11日，多達1萬3千名難民抵達慕尼黑（Munich），德國副總理及經濟部長加布里爾（Sigmar Gabriel）當時表示，德國收容難民的能力已達到臨界點，「問題不是難民的人數，而是他們湧入（德國）的速度太快了，讓一切變得很棘手。」加布里爾呼籲歐洲、波斯灣國家、美國多出資幫助中東建設學校及難民營。



德國宣布暫時實施邊境管制其實有違《申根公約》（Convention de Schengen）的宗旨（公約各成員國間無邊境管制），但《申根公約》並未明文規定禁止實施臨時境管。

德國實施境管的用意



《英國廣播公司》（BBC）分析，德國在此時機暫時實施邊界管制的用意有三。

一、歐盟成員國的內政部及司法部長將在14日召開峰會討論難民問題，德國在13日宣布此一措施，等於在會前對各國施壓，藉此凸顯問題的核心：難民危機不能只由德國一肩挑起。

二、德國突然實施邊界管制，已令許多國措手不及，梅齊埃在記者會上更是語帶玄機地說：德國「先」實施邊界管制，亦即之後可能會視情況實施更多措施。

三、對難民而言，這意味著德國不再無條件敞開雙臂歡迎難民。德國政府此舉傳遞1個重要訊息：朝《都柏林公約》（Dublin agreement）靠攏，難民應在第1個入境的國家尋求庇護。

英國：不會配合歐盟的強制配額



在德國宣布實施境管後，英國表示，將在14日的峰會上反對歐盟9日提出的難民配額。英國首相卡麥隆（David Cameron）表明立場，英國願意接收境內難民營的2萬名敘利亞難民，但歐洲一直聚焦在難民危機上，只會鼓勵更多難民湧入歐洲，英國將不會配合歐盟提出的難民配額。

英國內政部長文翠珊（Theresa May）曾抨擊《申根公約》只會惡化難民危機，且英國並非《申根公約》的成員國。

奧地利總理法伊曼（Werner Faymann）則說，若14日的峰會沒有達成共識，為了讓強制配額闖關成功，德國及其盟友可能會提議投票表決。
